To further strengthen traffic safety management on the icy and snowy sections of the Jiuzhaigou-Mupi section of the G8513 Pingliang-Mianyang Expressway in winter, prevent road traffic accidents and ensure the safety of people’s travel, the public security organ has decided to implement winter traffic control on the said section in accordance with the Road Traffic Safety Law of the People’s Republic of China, the Highway Law of the People’s Republic of China, the Sichuan Provincial Expressway Regulations and other laws and regulations, combined with the actual situation of the G8513 Pingliang-Mianyang Expressway.
1. Control Period
From 20:00 on November 20, 2025 to 24:00 on March 31, 2026.
2. Controlled Section
The entire stretch from Jiuzhaigou Toll Station to Mupi Toll Station on the G8513 Pingliang-Mianyang Expressway, including all toll stations and interchanges along the line.
3. Control Content
(1) During the control period, from 20:00 to 8:00 the next day on a daily basis in principle, the public security organ will take traffic control measures such as closing toll stations and diverting traffic on the main line according to severe weather conditions like ice, snow, black ice, rain and fog, and all social vehicles are prohibited from entering the controlled section during this period.
(2) Control measures and detour routes:
① Mianyang to Jiuzhaigou: A diversion point is set up on the main line of Mupi Toll Station of the G8513 Pingliang-Mianyang Expressway; vehicles shall exit the expressway at Mupi Toll Station and head for Jiuzhaigou via the G247 National Highway.
② Longnan to Mianyang: A diversion point is set up at the Shuanghe Interchange of the G8513 Pingliang-Mianyang Expressway; vehicles shall exit the expressway at Jiuzhaigou Toll Station and head for Mianyang via the G247 National Highway.
③ Jiuzhaigou to Mianyang: Head for Mianyang via the G247 National Highway.
(3) During the control period, the public security organ will adjust the control time, sections and vehicle types in a timely manner according to the actual weather and road surface conditions of the day.
(4) Military and police vehicles, fire engines, ambulances, emergency rescue vehicles on urgent official duties, as well as vehicles engaged in the management and maintenance of the G8513 Pingliang-Mianyang Expressway are not subject to the control restrictions.
The public security organ reminds all drivers to learn about the winter safe driving knowledge on mountainous expressways, strictly abide by traffic signals, safety prompts and other information, and control the driving speed reasonably when driving in winter.
